Regulated Events
Regulated Events are events where the Bermuda Sailing Association (BSA), as the Member National Authority (MNA) of World Sailing (WS) has been delegated by either WS, the Bermuda Olympic Association (BOA), or any other party to manage the standards, qualification, and subsequent selection of athletes to represent the country at a regulated event. This list includes but is not limited to:
Olympic Games
Olympic Games Qualifier Events &/or Test Events
Pan American Games
Pan American Games Qualifier Events
Junior Pan Am Games
Youth Olympics
Island Games
CAC Games
World Sailing Youth World Championships (yearly)
Above listed regulated events usually take place on a 4-year cycle, other than noted. Each event may have certain restrictions – eligibility, # entries available, classes, gender, age, etc.

Regulated Event Application (REA)
To be considered for selection to a Regulated Event, eligible athletes and teams are required to submit to the BSA a detailed REA.

A Regulated Event Application shall include the following information:
-
Athlete name, nationality status, and sailing resume with past results including, at a minimum, all events in the class.
(if athletes switch classes, or switch partners in double handed classes, their previous scores shall not be carried forward to the new combination/class.) -
Training and Competition plan through the Qualification Period that includes plans for meeting the Qualification Standards.
-
Statements from personal coach(es) and other expert staff supporting the Training and Competition plan.
-
Cover letter from each athlete addressing their goals for the event and how it fits into their long-term goals as a high-performance sailor(s).

Qualification Standards

Each Regulated Event has different Qualification Standards set and published by the BSA, and in some cases in conjunction with the BOA. The standards set out the minimum requirements athletes must attain, and minimum results they must attain at Qualification Events to be eligible to be selected to represent the country at a Regulated Event.

The details of standards may change as the sailing calendar changes from year to year, and from one Olympic quadrennial to the next. Check with the BSA before committing to specific Qualification Events to ensure the events latest information is used and that the BSA are aware of your plans.

Noting that there may be circumstances where a Qualification Event falls short in assessing performance on a competitive stage (e.g. weather conditions, top sailors not taking part, number of races completed, etc.) BSA reserves the right to adjust the standard, grading or selection – any change requires the support of the majority of the Sailing Directorate.
BSA aims to support athletes who have shown a commitment to the sport, and whose training plan and performance demonstrates that they will be competitive. Without that demonstration BSA will not select an athlete(s) to represent the country at a Regulated Event.

Athlete Rankings

To maintain regional flexibility and to allow for postponements and cancellations of Qualification Events the BSA uses a ranking system from published Qualification Events for potential athletes who meet general qualification standards (age, gender, etc.). Due to the varied degree in strength of fleets and the fact that athletes may not consistently race head-to-head we have designed a format that allows the athlete to choose their events regionally (where they may be at school for instance).
The formula being used is a modified version of the World Sailing ranking system:
Ranking Points = E(N-P+1)/N
Where:
E = BSA Event Grade (Weighting)
N = Number of Entries
P = Position in Regatta
While the priority is to keep the ranking system consistent, the ‘Event Grading’ may be altered based on the actual event if it doesn’t meet expectations (e.g. weather conditions, # of entries, top sailors not taking part, number of actual races completed, etc.) – either below or above the initial Event Grade. Any re-grading of a Qualification Event will be published within 21 days of the completion of the event.
Alternative Qualification Events may be added at the request of the athlete - requests to add an alternative Qualification Event must be submitted to the BSA (and published by the BSA) at least 2 months prior to the alternative Qualification Event starting.
